Level 2, Emission reduction

Engineering and organisational packages for tasks where the hazardous substance has to be controlled at the source.

Level 2 describes emission-reducing measures that minimise the release of a hazardous substance at the source. Typical work processes covered here include weighing, decanting and transferring, emptying, mixing, coating, and laminating.

The guidelines in this level were fundamentally revised in the BAuA MapS project ("Maßnahmenpakete für Schutzleitfäden"). The revised versions are being released as the 2000 series and gradually replace the original 200 series.

The guidelines 212a, b, and c are a special case: their effectiveness has been verified by measurement. If you meet their requirements, you can assume compliance with the German Hazardous Substances Ordinance (Gefahrstoffverordnung).

If skin contact with the hazardous substance is possible, reduce it as far as you can with technical and organisational measures. Where a residual hazard remains, add suitable personal protective equipment and apply the extended skin-contact measures from guideline 250. Level 2 also includes protective measures for skin-sensitising substances and for wet workplaces, plus extended fire and explosion protection and ignition-source avoidance.

How to read these guidelines

Each guideline follows the same template: the work situation, the hazard groups it covers, the technical measures, the organisational measures, and the personal protective equipment. Skim the first page to confirm it matches your activity, then work through the checklist on the inside pages and document the result against your risk assessment.

For the verified guidelines (212a, 212b, 212c), implementing the measures as described is sufficient evidence that you meet the Gefahrstoffverordnung. For all other guidelines, the protective measures still have to be assessed for effectiveness in your specific workplace.
